Why You Are Out of Pocket After a PCS: The 2026 Gaps the Entitlements Do Not Cover

The voucher clears, the numbers look generous, and the account is still thousands lighter than in March. That is not a finance-office error. Every PCS allowance is a partial reimbursement with a ceiling, a clock, or both — and it arrives after you have spent yours.

Quick answer

Four gaps do most of the damage on a 2026 CONUS move. Temporary Lodging Expense reimburses lodging only up to a percentage of the $110 standard rate for your family size, so a hotel above that ceiling is partly yours; TLE then stops dead at 21 nights, and night 22 onward is all yours. Mileage pays a second car only when family relocates with you. Deposits, cleaning and anything above the $550 pet allowance have no line item. And only the Dislocation Allowance can be paid before the move — TLE and travel pay are reimbursed after you file DD Form 1351-2.

The two lodging edges: the ceiling and the 21st night

TLE is the allowance people expect to cover a hotel, and it has the most edges. The daily amount comes from JTR Table 5-17: take the standard CONUS rates — $110 lodging and $68 meals through September 30, 2026, $113 and $68 after — and apply a percentage for the people in the room. 65% for one, 100% for two, plus 35% per extra dependent 12 or older and 25% per extra child under 12. Lodging is reimbursed only to the ceiling that produces, and the day is capped at $290.

Two gaps fall out of that table. Every dollar of nightly rate above the ceiling is yours, every night. And every night after the 21st is yours in full — TLE has allowed 21 days on a CONUS move since November 27, 2024, up from 14, with up to 60 at a short list of bases with approved housing shortages. Base lodging usually sits under the ceiling. A hotel in town on a summer weekend does not.

A move that pays $8,150 and still leaves you $3,327 down

An E-6 moves 1,450 miles between two duty stations with a spouse and two children under 12. House hunting runs long: 28 nights of lodging at $189 a night. No PPM. Every allowance below is at its 2026 rate.

The engine calls that "your move should net you about +$8,150 after costs", and it is right. It is also true that $3,327 left this family's account with no allowance reaching any of it — $1,827 of lodging TLE would not cover, plus $1,500 of deposits with no line item at all. The lodging half decomposes exactly: $504 for a room $24 above the ceiling, $1,323 for the week TLE had stopped paying for. Booking at the $165 ceiling and stopping at 21 nights lifts the net from $8,127 to $9,954 — the top of the lever board on the PCS move cost engine. Not more allowance: less leakage.

The $1,500 for deposits and pet fees is a planning guess, not a statistic. There is no published national figure for what a service member pays in deposits on a PCS, and inventing one is worse than leaving a slot for your own quotes.

The edges nobody sees coming

One mile is worth a full travel day. The JTR pays one day for 400 miles or less; over that, divide by 350 and add a day only if the remainder is 51 or more. This family's 1,450 miles gives 4 days, remainder 50 — one mile short of a fifth day worth $489.50. Use the official distance on the orders and check it against the rule. You are paid the lesser of the days authorized and the days you take, so driving it in 3 to save leave costs $489.50 — travel days are duty days, not leave.

The second car is paid only when family moves with you. MALT is $0.235 a mile per car, up to two, but the second is authorized only when dependents relocate. A single member driving or towing a second vehicle gets one car's mileage — on this move, $340.75 unpaid.

Fuel and food are not extra. Mileage and per diem exist to cover them, so a positive net is before gas and meals.

Deposits, hookups and cleaning have no line item. DLA is what partially covers them — its stated purpose — which is why losing it hurts. There is no deposit claim to file.

Pets are capped. Since January 1, 2024 a CONUS move reimburses up to $550 for one cat or dog, hotel pet fees included, with itemized receipts. A second animal, and anything above $550, is yours. Kennel and pet fees vary too widely to publish a planning figure.

Weight and state tax sit outside too. Exceed your household-goods weight allowance and you pay the excess. DFAS withholds 22% federal on a PPM profit; your state may want more.

The two moves where the net actually goes negative

For most moves between two duty stations the allowances beat the costs on paper. Two kinds do not, and they are the ones people plan for least.

The E-3's $402.50 is one sentence of rule: alone, the TLE ceiling is 65% of $110 — $71.50 — so a $129 room leaks $57.50 a night. The separating E-6 loses two allowances at once and pays for twelve hotel nights with nothing behind them. Put your own grade, family and distance into the PCS cost engine, then switch the move type and watch the DLA and TLE lines disappear.

The other gap is timing

Even on the move that nets $8,127, the cash does not arrive when the bills do. TLE and travel per diem are reimbursements: you pay the hotel every night, then file DD Form 1351-2 after you arrive. A PPM is paid against certified weight tickets after the move. Only DLA reliably arrives first — it is payable in advance on request.

So the E-6 family floats $5,292 of hotel plus about $1,500 of deposits against the $3,548.02 of DLA they can have up front. Roughly $3,250 must come from somewhere else for several weeks, while $5,607 of TLE and $2,298.75 of travel pay sit in a voucher queue.

Three advances exist for exactly this, and none changes the net — only when the money lands. DLA in advance. Advance pay of one month of basic pay, up to three with a commander's approval and written justification, repaid over 12 monthly instalments (24 with hardship approval). And a PPM advance of 60% of the estimate. All three borrow from your own future pay; a move-sized cash reserve does the same job for free.

FAQ

TLE ran out and I am still in a hotel — can I get an extension?

CONUS TLE is 21 days, raised from 14 on November 27, 2024. A short list of installations with documented housing shortages can authorize up to 60, but that is an approved exception, not something you request at check-in. Without it, night 22 onward is yours: seven nights at $189 is $1,323.

My hotel was $189 and TLE covered only $165 — did finance make a mistake?

No. TLE reimburses lodging up to a percentage of the $110 standard rate for your family size. A member with a spouse and two children under 12 is at 150%, so the ceiling is $165 and the day pays $267 including meals. The $24 above it is yours every night — $504 over 21 nights.

Are my deposits and pet fees reimbursed?

There is no deposit reimbursement. DLA is the allowance meant to partially cover deposits, utility hookups and cleaning — which is why a first move without family or a separation move, both paying $0 DLA, hurts so much. Pets are capped separately: up to $550 on a CONUS move for one cat or dog since January 1, 2024, hotel pet fees included, itemized receipts.

Why is my separation move so much worse than my last PCS?

Two allowances vanish. There is no DLA on a separation or retirement move, and TLE is not paid at all when you leave active duty. You keep mileage and per diem to your home of record or home of selection, and you may still do a PPM. In the case above that is $1,570 of allowances against $3,300 of costs — $1,730 out of pocket.
